Summary: Clawing is a natural melee lane using size-2 damage packets with per-hand gating and multi-packet resolution.

Notes:
Each claw requires a free matching hand; if both hands are free, both claw packets fire in one action.

Baseline cost is 2 FTG per claw; total FTG is multiplied by claws fired in that action.

Delay is 4s per claw, dropping to 3s at level 15 and 2s at level 30 (per claw, then summed).

Packet damage uses the naturals tier track with floor(STR/2) plus racial damage modifier.
